Strategic Planning
We have wide experience in carrying out railway development studies to develop medium and long term networks for our clients. This can be carried out within the framework of a comprehensive transport study.
Our approach to effective rail network planning requires a good integration of a wide range of our skills including transport planning, planning, railway engineering and railway operations. This ensures that our proposals for any future railway network not only meet with the long term planning aspirations for the study area but also full recognition is taken of the financial viability of any new lines.

Feasibility / Technical Studies
Atkins has carried out a wide range of studies to investigate new lines or extensions to existing lines for Automated People Movers, Light Rail and Metro Systems.Each of these studies has involved the provision and integration of a full range of engineering services including transport planning, planning, civil engineering, architectural, programme, cost, E&M and railway systems in order to identify the optimum solution for each particular project, whether it be in tunnel, on viaduct or at grade. Our study methodology is founded on the adoption a structured approach to value engineering, which allows us to involve all key stakeholders in examining the sometimes conflicting criteria against with solutions must be compared to identify the best scheme.

Financial Assessments
Increasingly we are called upon by our clients to carry out independent reviews of studies carried out by others, or to carry out a parallel study, to assess the financial viability of a project. This involves: assessing the project revenue (fare box and non-fare box), the capital and operating costs to provide input to a project financial model. Typically, as part of these assessments we also seek to identify ways of saving capital cost or enhancing revenue and identifying project risks.

Stations
Atkins has extensive experience in the sizing, planning and design of stations for light rail and metro systems. These include stations which are elevated, at grade, partially above ground and fully underground (including in cavern).
We fully understand the need to integrate stations with other forms of transport and also with the adjacent urban areas to improve accessibility. In some cases this includes integration with property to be developed in association with the railway.
We use the latest pedestrian modelling techniques to optimize station sizes and have employed these effectively on some of Hong Kong and China 's largest interchange stations with upwards of 1 million passenger movements per day.

Tunnels
Atkins has had a long association with tunneling in Hong Kong , having originally came to Hong Kong in 1973 to work on the MTR trial tunnels. Our specialist staff have extensive experience of the design of running tunnels, platform tunnels and tunnelled adits in both rock and soft ground, constructed using a variety of construction techniques. We were responsible for the first station constructed in rock cavern in Hong Kong and have designed a number of others since that time. In addition we carried out the detailed design of the first EPBM Rail tunnel in Hong Kong on KCRC's West Rail project.
Our staff take pride in identifying the appropriate solution for our clients through optimizing the often conflicting requirements of cost, programme and risk.

Atkins' alignment and permanent way teams provide design and analysis for all project stages.
Our permanent way capability extends from conventional ballasted track through to detailed analysis and engineering of low-vibration slab track systems.
Our services include:
- Condition surveys;
- Rehabilitation proposals;
- Detailed design;
- Engineering;
- Noise and Vibration Study;
- Setting defining standards;
- Maintenance; and
- Track / Structure Interaction Analysis |

Viaducts
Our viaduct specialists have designed railway viaducts in Hong Kong and elsewhere in the world either directly for the principal client or in support of contractors as part of design and build contracts.
Our designs for elevated sections of line also include for non-standard sections where the viaducts are constructed in conjunction with elevated stations or stops.

At-grade
Our specialist alignment, permanent way and other railway system staff are experienced in the design of at-grade light rail systems to allow on-street running and off-street running. Stops can be integrated with other transport modes to provide efficient interchange or can simply be designed to provide safe and efficient pedestrian access. |

Upgrading of Existing Railways
A significant part of our design work is undertaken to enhance the efficiency or improve accessibility to existing lines. Typical examples are:
| - |
Construction of new adits and entrances to underground or elevated stations; |
| - |
Provision of new lifts and escalators to and within stations; |
| - |
Remodelling of internal station configurations to suit passenger or commercial demands; |
| - |
Provision of noise barriers along running lines. |

Project Controls
The implementation of project controls on large multidisciplinary projects is crucial to the success of any organization and forms a fundamental and challenging activity in the management and execution of a project. Organisations around the world are placing a greater emphasis on project controls, not only in the expected level of detail presented in baseline programmes and schedules, but also the way in which progress is clinically monitored and reported. At Atkins we can deliver project control solutions that achieve this for our clients, whether they are multinational corporations, government departments, private developers or contractors. |

Risk Management
Effective risk management is implemented by Atkins on an array of projects through a structured risk management framework to identify, analyse , evaluate and mitigate risks. Our approach to risk management is an interactive process of sequential steps that enable continuous improvement in the decision making process. Project risks are modelled using standard risk modeling software to provide detailed quantitative risk analysis. Risk Management is implemented by Atkins under three key stages:
Risk Identification and Classification;
ĦE Risk Quantification and Prioritisation; and
ĦE Risk Mitigation and Management. |

Value Engineering Atkins implement Value Management to ensure that the best options are identified and adopted. We have developed a proven approach to running Value Management workshops in Hong Kong , which is in line with WBTC No. 35/2002. Our commitment to conducting Value Management exposes real issues at the earliest possible stage and enables reliable strategic decisions.

Construction Planning Atkins has considerable experience in the undertaking of the construction planning of large infrastructure projects in Hong Kong. Atkins adopts resource planning in the preparation of all construction programmes. Resources are used in conjunction with historical construction rates proven on other large projects of a similar nature, to determine accurate and realistic project timeframes. Construction planning is fundamental in determining the buildability of a project within the perceived project timeframe, through establishing the envisaged construction sequence, whilst maintaining project risks to an acceptable level.

Station Planning and Sizing
Atkins has an impressive resume of station planning and sizing experience that includes Hong Kong MTRC and KCRC projects, metro and regional railway stations and which is now expanding to include work in the Middle East and South Africa. This capability encompasses all aspects of station sizing, namely the identification of pedestrian circulation requirements for normal and emergency operation to inform platform and concourse sizing, vertical circulation element requirements, revenue collection/ticketing provisions and entrance location and sizing.

Passenger Simulation Modelling
Atkins' growing expertise in pedestrian planning and modelling, using dynamic Legion software, has led to a number of high profile contract wins. Work has been secured for major transport interchange hubs in Beijing and Guangzhou and for metro stations in Shenzhen, Shanghai and Hong Kong. The software enables the optimisation of the design, management and safety of public spaces by simulating the movement of pedestrians in crowded environments and analysing the performance of modelled layouts.
