Atkins carried out a comprehensive and wide-range Value Engineering Study as part of the project. Value Engineering Workshops were managed by a neutral facilitator and attended by the client's design and construction staff and all parts of the design team.
Atkins saved US$170M through Value Engineering at Tsuen Wan West Station. The table below summarises the total savings:

| KCRC, West Rail ¡V Contract DB320 Kwai Tsing Tunnels, Hong Kong
Atkins led the design team commissioned by DZJV to undertake the tender design and the detailed design for all aspects of the project.
Atkins' alternative design, which was developed before the tender award, involved the replacement of the environmentally disruptive cut and cover tunnel with an innovative Earth Pressure Balance Tunnel Boring Machine driven tunnel. This technology not only allowed financial savings, it also avoided considerable construction nuisance and reduced the construction duration.
During the detailed design process Value Management (VM) brainstorming allowed the identification of further cost saving ideas which were developed and presented to KCRC to review. These VM solutions allowed further significant savings to be made by KCRC. A pre-agreed proportion of all VM cost savings were shared with the Contractor and Atkins. |

| KCRC, Kowloon South Link ¡V KDC200 North Section, Hong Kong
As the design consultant for KCRC Kowloon Southern Link, Atkins carried out a comprehensive and wide ranging value engineering study.
Initial VE studies were carried out to review the PPFS design of the West Kowloon Station and Northern Tunnels. A detailed functional analysis was carried out to examine for every element of the design that was dictating its provision, size and cost. The major savings identified during the VE studies for KDC200 were:

Other VE initiatives yielded significant programme advantages to reduce the overall construction period.
Subsequently, a review was carried out to identify the potential extra savings at West Kowloon Station resulting from a reduction in train length from 9 cars to 8 cars and raising of the alignment. A further cost saving of over US$22M was identified. |

Atkins is lead consultant in the design and build contract to the Bombela Civil Joint Venture for the design of 3 underground stations and 15km of tunnels for the high speed rail link between Johannesburg, Pretoria and the O R Tambo International Airport.
Comprehensive value engineering (VE) studies were carried out with the Contractors. VE items were identified and assessed. These VE items resulted a 1.5m width reduction, the reduction in height of 1.45m and subsequent raise in the alignment and the use of diaphragm walls for the overrun tunnels along with the utilization of the space between and above the overrun tunnels for station plant and facilities. These resulted in significant benefit in reduced construction costs, improved circulation between platform and concourse and as well as the reduced size for the northern tunnel cavern. |

| KCRC, Shatin to Central Link ¡V Preparation of Proposal to Government, Hong Kong
Atkins was appointed by KCRC as the Coordinating Consultant for their Shatin to Central Link Proposal to Government and was responsible for providing strategic advice, technical coordination and preparation of the proposal.
A value engineering approach was taken to identify the most cost effective scheme. Areas for improvements which were incorporated into the scheme included:

KCRC, Shatin to Central Link ¡V SDC400 Design for Hung Hom Mass Transportation Centre, Hong Kong
The new Hung Hom Mass Transportation Centre (MTC) would serve the new Shatin to Central Link, providing interchange between the axial North-South and East-West railway lines and catering for over 700,000 passenger movements per day.
The MTC had to be constructed within the constraints and boundaries of the existing Hung Hon Station, whilst maintaining a fully operational railway.
Initially, Atkins identified 16 scheme options to address all the constraints while meeting the needs of the Corporation in terms of operational requirements. These options were evaluated through an intensive and structured Value Engineering process involving all stakeholders including KCRC and Government Representatives, and a preferred scheme was selected.
The solution involved construction of an underground facility directly beneath the existing concourse building without impact the public. Dynamic simulations of passenger flows were carried out using Legion Modeling to confirm the safety and performance of the complex 3-way interchange arrangement. |
